• at the "Let's connect you to a network" window, press Shift+F10 for command prompt

shutdown /r /t 0

At Create a user for this PC

Shift+F10 for command prompt

start ms-cxh:localonly

This opens a Microsoft Account window where you can create a new local user for the Windows 11 install
